This season isn't very good, but it has nothing to do with J.C.Staff. The animation was as high quality as the first season. The reason this season is worse, is purely a result of the writing/story.
Compared to the first season, the events are extremely lackluster. Saitama hardly does anything this time around. Basically, the whole of season 2 wouldn't even equate to half of the first season in terms of how much action Saitama has.
The story progression is something you'd expect to see across 4-6 episodes rather than an entire season.
