This is my first review, so please don't take everything I've said too seriously.
TL;DR I think that this season was at least as good, if not better than season 1.
I know that this opinion might be a hot take, but I think that season 2 started and ended stronger than season 1. Maybe it's because I binged both seasons 1 and 2 in 2 weeks, but I think given the information that we've learned about Ginoza, Akane, and the Sibyl system in the first season, the second season really fleshes out the details of the Sibyl system and it's inherent flaws as an "objective" judger

of justice and society. We start off with Akane and Shimotsuki starting off season 2 in a fashion similar to that of season 1, where Shimotsuki thinks that everything Akane does is wrong. However, unlike Akane, she has different reasons for disagreeing. Kogane makes a roundabout appearance throughout season 2, but I think I like the fact that they truly liberated Kogane from the shackles of the Sibyl system. The middle 3 episodes (episodes 6-8) of the series are on the weaker side, and I wished that they had more compelling plot points, but nonetheless, I really enjoyed the ending of this anime. The OPs and EDs are epic as always, and I enjoyed the consistency of the art style from season 1 to season 2. I don't believe that this anime deserves the low 7 that it is at right now on MAL, and I give it a 9/10 overall.
