Both have easily noticeable connections when the plot elements follow a similar path: sweet and whimsical girls with hidden dark personalities try, and initially fail, to find acceptance in the cruel, "ugly" world. To me, Kono Minikuku mo Utsukushii Sekai (or "This Ugly Yet Beautiful World") is pretty much Elfen Lied without the gratuitously violent shock effect.

Both contain an outstanding jazz/blues style soundtrack, and also contain a decent amount of action involving both guns and fists. They also have a cast of unique and compelling characters that all get at least a little development (though the main character cast of Baccano! is much bigger, despite being shorter). Both also have excellent English dubs, a possible persuasion for those who may predominantly prefer subs.

Both, to me, have the philosophical and emotional depth and substance of a streak of cat piss, and are created simply for cheap fanservice. Both can be fairly enjoyable if you like that sort of thing, though - HSOTD more so than R&V in my opinion. The fanservice in Rosario and Vampire focusses more of panty shots, while Highschool of the dead is more centred around jiggling breasts. Yeah.
