TL;DR:
It doesn't feel like another OVA nonsense made by a studio.
Considering this is a review of an OVA, I'd give it a higher score. Yes, I have to admit that this episode isn't any better than the TV. Though, it's still much better than most of the OVA from other animes, especially those spin-off ones.*1

Watari Wataru, the author himself, is the screenwriter of this OVA. The episode also follows the canon timeline. I know, it's still not canon, but I think it's also good to know some of the author's ideas

after he finished the light novel. I really hope they could animate the "IF" storyline (Oregairu ANOTHER) as a whole season instead of just releasing some standalone OVA.*2
At the end of the day, it is just a one-episode OVA that doesn't spend you much time to watch. It's fun. Go give it a try. But most importantly, 「だから、思春期は終わらずに、青春は続いていく。」*3
