Once I saw this anime's synopsis, I already had an idea about how it would be.
Kobato needed to cure broken hearts, thus, new characters would appear every episode with their stories and emotions.
After seeing another anime similar to this in the shoujo genre, my idea was that those characters would be empty with weak stories, because in shoujo drama, my experience with these type of one-episode characters is usually like that, where the really strong stories are around the main characters.

in tears, which doesn't really happen to me, I don't cry much in famously sad animes like Angel Beats and etc.. But most difficult for me than that, is to care about characters that won't last more than one episode, but there I was, completely into the thing.
I found myself interested about how there was a sort of mystery around Kobato objectives, we vaguely knew her motivations, but the reason why? It lefted the audience wondering about many things that could be why she wanted to collect the cured hearts.
While that, little by little the anime showed more and more about our main characters, it developed them and made we care about them, so when we were revelated of the truth, this wave of feelings would come down and leave everyone in tears.
Kobato managed to keep me sobbing to tearing throughout it's whole series, it's no sad anime but it's a highly emotional one, and I find that much harder than straight-forwardly sad. I certainly did left with a good taste in my mouth.
I found the character's design very good, Kobato kind of lolita's style of clothing made it very unique, and so was Fujimoto design as well, unique. When they are some characters out there that a fanart of them would make you remember of 10 other characters, Fujimoto manages to be simple but use small things that make him remarkable.
At the beginning especially, were the ''lore'' let's say was very hidden. Ioryogi comedic and humorous interaction with Kobato were kinda boring for me, I mean who knows Japanese humor is indeed weird after all, Kobato voice was veery annoying too. If literally every other part of the anime weren't good as they are, my score of 10 would probably not be such. (in my animelist not this review that is)
I have no exact opinion about sound, that one music that Kotoba always sang was shown to be incredible strong to give the story emotional heaviness, but out of that I simply have no objections thus I'll give it a 10.
In this review I gave a lot of focus on Kotoba and Fujimoto as characters and as in story, as a romantic story I must say that Kotobato nails it completely, the characters are developed, shown to be complex and they bond with each other, each one in their own way.
So out of the romantic focus, I still give a lovely nice rate, because of all the other reasons that I gave, the story allows itself to share a little about it's world building too, but doesn't gets too deep in it (similar things were made before after all). Ioryogi too seemed to have a fairly interesting backstory, and it does seems like some things weren't explained for the audience completely, maybe something you can find on the manga? I'll certainly find that out one day or another.
