Lots of people I know who like one of these series, always likes the other. At first glance, Shugo Chara! and Shinshi Doumei Cross are really...not very similar at all. One is mahou shoujo, the other is without any fantasy at all. The ages of the characters are also, very different. But the Guardians and the Student Council are sort of similar. Both are filled with people with really fun personalities. In fact, one of the characters in each have a very similar secret~! It seems strange recommending this when the other seems so different. But really, from my experience, if you enjoy one, you'll likely enjoy the other.

Kaichou wa Maid-sama!

Well, the two main characters of Kaichou wa Maid-sama! are the top two students at school. The same is very much true for Special A (the plot sort of revolves around it). Also like in Special A, Misaki from Maid-sama considers Takumi her enemy while Takumi oh so obviously has an interest in Misaki. The main pairings are similar is my main point. Bascially, if you like Kei and Hikari's relationship, but want some faster development, Kaichou wa Maid-sama is a good manga to read.

This occurred to me recently when I read some reviews by fanboys going on about Shugo Chara!. Both anime have their loli characters and both have the magical girl thing going (of course, in Nanoha its almost non-existent outside of the transformations). But mostly, it's the idea of, "Beat your enemy and then become friends with them" that Nanoha is famously known for, also occurring with Shugo Chara! at the end of every arc. So, if you like lolis who kick butt until their enemies become friends, Nanoha AND Shugo Chara! both deliver.

Shugo Chara! is really commonly compared to CardCapor Sakura. They're both magical girl series and the characters are roughly around the same age. But what's really similar is the complicated and unique romances taking place around the series. Nadeshiko is really easily compared to Tomoyo. Amu's two main love interests are a boy her own age and a boy older than her. It's pretty easy so see the similarities. Pretty much everyone I know that likes one series, likes the other as well.
