To start things off in my opinion the overall score of the anime actually projects how good it is, there is a lot of room for improvement overall so I'll break it down.
Story (10): the story isn't the problem, it has a good base that you can work with and it has great potential to be a top tier anime. The story doesn't revolve around Saizou too much and that makes it somewhat unpredictable and fun to watch, no complaints here.
Art (9): not much to say, I've seen better artwork in other anime's, but the background doesn't look generic and there are little to none

robotic movements of characters in the background or in fights.
Sound (7): the sound is quite good, it gets you somewhat hype at the right times but it doesn't get you to the level of hype sounds in an action anime should get you into.
Character (9): I liked pretty much all of the character and their personalities but I had one major problem and that's the reason this didn't get a 10. Saizou is the most inconsistent character I have ever seen, in terms of fighting skills. One fight he is using his techniques and unwrapping the bandages off his sword and his skills are sharp, but while fighting Hattori Hanzo his skills look sloppy and he just swings his sword, doesn't use his skills or his sword's full power and it just pissed me off so hard.
Enjoyment (8): overall I liked it, there were some scenes I skipped because it was too boring to watch and literally didn't add anything to the story line but other then that I liked the anime overall.
