A good Alternate title for this Anime would be "It's not sexual harassment if you're in a Harem."
The setup could best be described as a slice of life involving an incredibly perverted manga artist and the various shenanigans he and his editor/assistants get into. There isn't much in terms of story aside from that, with the exceptions of some plot-lines towards the end that flesh out the supporting cast in a really good way.
The comedy, as is the case in most ecchi animes, is based around setting up the raunchiest scenarios possible as the setup, with the character's (and by extension our) reactions to said
...
raunchiness being the punchline. In this framework, the show does about average, with I'd estimate as 3 or 4 scenes in particular being so memorable as to prevent this aspect from falling into mediocre territory.
In terms of characters, while the MC is a unlikable wretch, the show in the aforementioned fleshing out scenes at least explains why all the women around him haven't taken him to court. For me though, the MC can be overlooked as I found pretty much all of the supporting cast enjoyable. The fact that the great Rie Kugimiya voices one of the crazier characters certainly helps boost this category. But I would say, as a testament to the supporting cast, She wound up at probably 2nd place for me by the end of everything, meaning the rest of the supporting cast is pulling some serious weight.
Overall, I would say this falls into the category of "popcorn" anime for me; not good enough to be a main course, but makes for an enjoyable snack when you have nothing else going on.
