Actually the story is good and there are a few jokes but the story execution is bad. Why do you have to spend 1 season on just 1 character? When you read this you will definitely say "Dude didn't read ... the title. Ice Queendom. So of course it tells about Weiss". Yes yes I know that.
So why does "W" come first? We have "R" "W" "B" and "Y" as title. So where is "R"?

All of them are naive. No development.

Ruby is naive, Leader in name only. But I appreciate her shounen soul.

Weiss, she naive too, She just Ojou-sama who never go outside. But I love white hair girl, her eye scar makes her WOW.

Blake is trying to move on from her past, trying to change other people's mind about Faunus. I think it's good.

Yang. She's just a siscon.

Honestly, the one thing that entertain me so much is so many Chibi Weiss.
Oh, Jaune is probably the only character who develops here.
