Sorry to say this but the anime disappointed me. It was only 25 episodes, which isn't nearly enough to tell the entire story, I get that. However, the value of this series isn't one or two significant parts that you can pick and animate and then fill in the missing cracks of the story with random plots for convenience. It's the entire story. The value of this series lies in how the entire story is told because just one or two of the significant events alone are not enough fully show how amazing this series is. That's why the anime, which is only 25 episodes,

did an appalling job with Pandora Hearts.
Pandora Hearts is a series that builds. Let's say you watch a sports anime (KnB or Haikyuu for example) based off of a manga. Do you only pick one game to animate and then skip the final game? If I saw that, I'd give that anime a 0/10. Pandora Hearts is similar to that. Each significant event sets the stage for the final scene. The real ending of Pandora Hearts left me breathless, my head was in turmoil, and without all that building, I would not have reacted the way I did with the manga.
If the anime was original without a manga (Which is what I'm partially treating it as), then It'd get an average score from me.
The manga is absolutely amazing. You get the entire story and the value of it is worth more than the anime. To even compare the anime to the manga is like comparing a candle to the sun.
Final verdict here is, read the manga. It's way better.
