Simply ahead of it's time. I tried watching this as a teenager and immediately wrote it off. Plot inconsistencies, random time skips, came across as a poorly put together show. 9 years later, I see it in all it's glory.
Most anime is linear in it's story-telling. As much as it pretends not to be with flashbacks and strategic time skips. Concrete Revolution however immediately gives you the answers to what many writers would consider a scintillating plotline and then relies ENTIRELY on it's characters and worldbuilding to give a reason to tune in for the next episode. Who are these characters? Where did they

come from? What do they want? How do they tie in to the major overarching plotline?
The world is a fantasy one in all respects, but retains an air of familiarity with a government authoritative board. One thing the show does very well is to not draw a strict line between right or wrong. Rather, it tosses the possibilities and allows the viewer to proceed viewing and come to their own conclusions. The animation is quite colorful, but do not be fooled. This is not a kids show. If it reminded you of another anime with similar qualities, you're thinking along the right track.
Arguably, one of the best "low ranked" shows I've ever seen. Animation, voice acting, pacing, and overall quality was top notch. It's only mistake was releasing in a year where OPM and Overlord reigned supreme.
