Deliberate, but afwul animation style choice. 1980s VHS filter. Stiff, paper cutout style characters with non-articulating limbs. For example, when a character points, his arm is stiffly down by his side, then the next frame he is stiffly pointing, with a cheesy 'blur' effect to indicate there was movement. I heard someone refer to this as "Powerpoint anime". I can't emphasize how horrible and lazy this looks, even if it was on purpose. It's just so, so bad.
