Though not an obvious recommendation, like iin Death Note, Jigoku Shoujo (Hell Girl) gives people the choice of sending who they hate to hell if you know their name and access the webpage at midnight. There is a very big debate on whether or not the people who use Jigoku Shoujo are doing the right thing and often this can be abused - just like the Death Note.

If you liked Elfen Lied then you will probably enjoy Ibitsu. Be warned however, if you dislike the gore in Elfen Lied, Ibitsu is not only gore but also significantly unsettling as a manga.

Ibitsu

Both Ibitsu and Higurashi have creepy female characters and paranoid male characters. Ibitsu is significantly shorter than the Higurashi volumes. Higurashi also has elements of a supernatural nature and some comedy. Both have frequent gory scenes. I've only pinpointed one of the volumes of the Higurashi series but they are all fantastic and have similar themes.

Both have creepy women that are relentlessly stalking the male protagonist and those around him. I felt that Ibitsu was creepier. If you are not a fan of gore in manga, I suggest Zashiki Onna rather than Ibitsu. If you don't mind a bit of gore, then Ibitsu is probably superior. If you enjoyed Ibitsu, you will enjoy Zashiki Onna and visa versa.
