I'll start off this review by splitting it into 2 sections, the first section for those to read without any spoilers (A) and the second half is where we will discuss about the shows in more details (B).
Section A (Spoiler Free)
Hinamatsuri has a wide range of characters but mainly follows a girl, Hina with super powers mysteriously appearing in a yakuza's house, Nitta. The anime shows the interactions between them and the large cast of side characters, and does not get much more than that. I'll tell you what to expect here so you will know if this is what you are looking for.

show IS really funny and it does fit to my sense of humor at least, even with good character development, but the story does not develop much, therefore making this show one of those shows you watch weekly just to let loose after a hard, long day. If you are looking for an anime to help you wind down, then this will guarantee to make you laugh. Do not expect much of story progression from this show. After finishing the anime, maybe come back and read the other half of the section and let me know what you thought of the anime.
Section B (Spoilers Included)
Hinamatsuri IS a good show and I thoroughly enjoyed it. It's humorous, has a wide range of characters that gets decent character development and I found my new favourite character in Hitomi. I would give this a higher score, but like what I said in Section A, the lacking part is its story.
Normally if all the anime is trying to do is just mindless fun and humor, where the main purpose of the show is just pure entertainment, then by all means this show did a great job. However, it does try to implement a progressive story with the introduction of Mao and Ikaruga. The part where and how these super power beings come from were also not explained.
At certain times, it felt like a casual slice of life series. Even though Hina did state early on that she needed to use her super powers so that she does not explode, in the middle few episodes, there were cases where Hina and Anzu did not use their super powers at all, taking away the special/ unique aspect of the show. Even Anzu's reasoning for not using her super power was not full-proof. At first it was because she didn't want to let Hina know that she was still on Earth, however down the road, we see that Hina did find out she was still there, and she still did not use her powers to make her homeless life less miserable. However this did make for a good character development so it was alright I guess.
I do believe that we will see a season 2 where Mao will finally go to Japan to meet Hina and Anzu, but that took 3 freaking years (last episode)??? So I'm excited to see how their characters developed over the years, and whether the origins of the super power girls are explained in the following season. Overall I really enjoyed the series and hope that season 2 does solve the storyline problem without losing its touch of their comedy side (If it does get a second season).
In this lackluster life of ours where we only have time to watch a certain number of anime, this anime does get a PASS from me; An anime worthwhile of our time!
