You don't read a shonen manga or watch a shonen anime, and complain when what you get is... a shonen story. The same applies to any genre in any media. The biggest problem a person can have with entertainment is looking for their personal taste in something that clearly doesn't fall into that category.
In short, your disappointment is almost guaranteed.
Yes, Classroom of the Elite is pseudo-smart, flirts on being a harem-anime and several other things too. Nothing new for an anime with such a target audience, like Death Note was in his days. If you think Death Note's mind games is pure genius art

and accuse COTE of being stupid, I'm genuinely surprised how nostalgia can be such a nice thing to have. My point is that if you expect to find a military strategy manual that will blow your head, you are setting yourself up for disappointment.
Now, about this second season itself, it exceeded my expectations. From the teaser they released I expected something very poor made, but the directors are very talented. Animation and direction/cinematography are two different things, there is no point in a Ufotable light show if the composition of the scenes is not good. And COTE is not an anime who needs sakuga. He needs to be well directed, and that he most certainly is.
As with any adaptation, the obvious is the same: do you want the full experience? Go read the source material. I have a vague recollection of the LN as I read it a long time ago, but overall I feel they did a good job, nothing felt too rushed and the important things were well displayed.
The characters deliver what is expected from a anime set in school. You'll see a sad background in some of them, but most are just a normal teenager. And that's actually great. The setting makes having a cast of characters with a family killed in an accident or dead by a villain almost comical, so having none of that is the right decision. They're just fun to watch.
My criticism is simply to the forgettable soundtrack and how bad it is used in the scenes. Someone has to warn them that a hero theme doesn't match Ayakanoji's manipulation scenes.
