I felt like the colors and art were similar. Also how they both include small bits of randomness that come together in the end. You need to watch the entire season from beginning to end for the stories to unfold. Chiaya, from Rolling Girls, made me think of Himari, from Mawaru Penguindrum - you do not need to be related by blood to be family. They are both about friendship and family with supernatural elements tossed in. Mawaru Penguindrum has a more serious feeling than Rolling Girls.

Psycho Pass is definitely a lot more mature and twisted then Dennou Coil, but the worlds are both very similar. The use of holographic displays in everyday use and virtual companions. Psycho Pass is more law enforcement mysteries, where as Dennou Coil is unraveling the truth behind their reality eyeglasses.
