I cannot recommend this anime more. This is an incredible anime for everyone, no matter if you're a 'baby' weeb, or a seasoned weeb who somehow hasn't seen this yet.

I gave the story a 9/10. Overall, this was an amazing anime. There were bits that I absolutely adored, and overall, I believe the show had an interesting progression. However, there were some parts that rubbed me the wrong way, and I fully believe that this is just personal preference. It didn't take away from the show as a whole though, which is why I gave it a high score.

art an 8/10. It is unique and detailed, but some parts aren't as smooth as they could be. However, I am leaving this at a high score because there are many bits where the animation and art style is breathtaking.
I gave the sound a 9/10. Most of the time, the music is amazing. Background music gets an 8/10, because it could feel a bit repetitive at some parts. However, the opening is one of the catchiest, cutest openings ever, and all music affiliated with the main storyline is on point.
I gave character a 10/10. Every single character is amazingly thought-out, even the characters that only appear in one episode. The first question everybody gets asked when they meet another OHSHC fan is 'Who is your favorite host'? (Mine is either Kaoru or Kyoya, but I cannot help but adore Honey). Even characters that are unlikable (You know, the 'villains' and various characters that you love to hate) are still well put together.
I gave enjoyment a 10/10. This is a show that I have rewatched fully 3 times, and have watched various episodes 4 times. When I'm having a bad day, I put on an episode of Ouran because I know it will cheer me up. This is a cute feel-good anime that I recommend to every anime watcher I know.
Overall, I gave it a 9/10. While it is an incredible anime, it isn't one of the 'best I've ever seen'. It maintains a solid place in my comfort anime list, but does not hit quite the same level as Made in Abyss or Angel Beats for me.
TL;DR
I would 100% recommend this anime to anybody who hasn't seen it. If you're looking for a cute feel-good anime, this is the one for you! I truly believe that this is a show every 'weeb' should watch at least once, and I cannot say enough how lovable the cast is, and how happy this show makes me.
