I rate anime like this:
1 - Appalling. Watching this is torture, it literally causes me emotional pain! This rating is very rare, since I wouldn't normally watch enough of such an anime to feel qualified to rate it.
2 - Horrible. I hate watching this anime, and don't see why anyone would subject themselves to this. This rating is very rare, since I wouldn't normally watch enough of such an anime to feel qualified to rate it.
3 - Very Bad. I hate watching this, but I can at least see some aspects that might explain why some people like this anime. This rating is quite rare, since I wouldn't normally watch enough of such an anime to feel qualified to rate it.
4 - Bad. Although there might be some moments that are enjoyable in this anime, most of the time, it is either plain boring or cringeworthy. I could bear watching it if someone I trust tells me that it gets better later, and is worth it. This rating is not common, since I wouldn't normally watch enough of such an anime to feel qualified to rate it.
5 - Average. I get a neutral feeling from this anime. The good parts manage to balance out the bad parts, but don't quite override them. It has nothing to get upset or excited over. This is how I feel about quite a lot of animes.
6 - Fine. This anime may have a few boring or cringeworthy moments, but for the most part it's interesting to watch. Nothing to obsess over though. Most animes I watch fall into this category.
7 - Good. I really like this anime and would recommend it. When I'm in the right mood for the genre of this anime, I can easily get obsessed. I'll be shaking with excitement during those scenes when I'm supposed to be, and laughing out loud during funny scenes. When I'm not in the mood for it though, I can easily resist its temptations. I wish this type of anime was more common.
8 Very Good. No matter what mood I'm in, this anime can always sweep me up in its world and make me forget it's not real. It's very rare for me to find such an anime, some of these might even deserve a spot on my list of top 10 favorite anime.
9 Great. I love it. It's an all time favorite and leaves me with lots of things to think about, even once I'm done watching. It could almost be considered a masterpiece, if only it weren't for a few tiny flaws... Something with this rating definitely deserves a spot on my list of top 5 anime.
10 Masterpiece. Anime doesn't get any better than this. Sure, it might not be 100% perfect, but does perfection even exist? If we let one tiny annoyance stop us from considering something a masterpiece, there probably won't be any masterpieces at all. Only Shinsekai Yori has achieved this rating so far.

When your opening statement was "as someone who has watched more Gintama than you" I was expecting an unsympathetic attack on my experience with the show, but, I'm happy to see that the reply was actually quite pleasant and magnanimous.
I'm glad the we agree on near enough everything about the show: consistently bad episodes, horrendous first serious arc, Yagyu being the gateway into the series actually becoming tolerable. And I am more-so happy to hear somebody with a similar mindset to myself tell me that the show grows increasingly excellent during the 2015 stages of the show. So, thanks for ingraining within me something more to look forward to.
I sadly do not have it within me to skip episodes however. Some episodes definitely feel like filler, which, in hindsight, perhaps makes them skippable, however, I am sadly too stubborn to skip episodes, even filler/filler-ish episodes, thus, my agony shall continue until I finish the series in its entirety.
As of now, the show is en-route for becoming a 7/10 on my list. The opening 70 episodes were so unbelievably dire that I will have to knock 2 points off of the score merely for that alone. The show has potential to become an 8/10, but, I highly doubt it with the flaws it's presenting itself with; even right now, 100 episodes in. I really fail to understand how people can rate this show a 10/10 to be frank with you, 9? pushing it. 8? Fair enough. But, a damn 10/10? By the time people reach episode 200, they must of forgotten about the opening 70 episodes.
