Lucky Star is pretty much defines everything about otaku culture, and that's everything about it.
Lucky Star, in my opinion, is one influential and phenomenal anime ever made for its legacy to the entirety of Otaku Culture itself, popular doesn't describe it but saying it social phenomenon is more fitting in and I align it equal to Touhou & Vocaloid phenomenon.
I think for Lucky Star it's not about the story or the cinematography that form it, as an anime/tv show, it's not a masterpiece seeing from that factor and I admit it's inferiority compared to other comedy anime such as Nichijou (that also done by the

same studio who does Lucky Star Anime) as pure comedy genre comparison from the deliverance methods.
I've seen very much mixed reviews for it but it's understandable nor I will blame people for not liking it due to obvious reasons they have, some people like it because they understand the inside jokes & references it wanna tell; meanwhile, some people just fail to see or don't even know what it wants to refer to because it's a foreign concept for them (shortly they watch an anime that not marketed toward them).
The cute girls doing cute things is one thing, but the most important things about it are Lucky Star is mostly aimed at Otakus and people who are familiar with Otaku cultures such as Nico Nico Douga, Furuba Channel, and others. Most of the references in it are towards an anime or manga or novel or even towards Japanese culture (e.g: That one episode where Konata talk about old Japanese shampoo advertisement from 1985 "Timotei!, Timotei!, Timotei!"), TV schedules(e.g: anime timings getting pushed back due to a baseball game), current events, and so on.
The other reason is the influence that Lucky Star gives to the later anime especially KyoAni Anime like K-ON, Hyouka, Nichijou, the recent popular Kobayashi-san Maid Dragon, the obvious effect on Haruhi Suzumiya anime, and for non KyoAni anime like Saiki Kusuo no Psi Nan, Wotakoi,Watamote, Sakamoto Desu Ga, and last but not least the phenomenal Monogatari Series.
There's many other anime that are influenced by it either directly or indirectly, intentionally or unintentionally.
I'm not really sure it's the first one who does the same comedy or not but I can't really find another source prior to Lucky Star that does the same comedy as what Lucky Star did, but even though it's not the first it's definitely the most well known, so it safe to say that this is the title that give the impetus for standard value and basis for it's own genre.
