I have seen a lot (trust me, A LOT OF THEM) of weird anime but this one is beyond any weirdness I have ever seen.
Literally, it's just a short 6-minute movie, containing flashing lights with weird and sometimes disturbing images. If there wasn't for this flashing lights, I (somehow) might even enjoy in some of the parts by trying to understand what Tannami Keiichi wanted to show us...but with this constant flashing lights, this is more like some kind of seizure test for people with people
