Normally I don't write reviews since I'm not a native speaker but I'm gonna make an exception this time since this is my personal favorite manga. And this is coming from someone who has read a lot of good manga like One Piece, Berserk, 20th-century boys, OPM and Holyland.
A big reason why I like this manga is that it is about delinquents. nowadays you don't see many delinquents in anime/manga at all. Only as a side character or maybe as a small antagonist in a high school.
But the main protagonists and the whole setting of the story is about delinquents which makes it extra special.

story 10/10:
As you might think the story is not something grand like saving the world or the country from evil. Rather it's about two friends trying to make a name for themselves in the city of Chiba since they got tired of their boring lives.
The manga follows a trend where there are a few comedic chapters followed by a 'serious arc' and after that arc is over you can see the aftermath of that serious arc.
For example, After the main duo, Mitushashi and Itou have defeated the main 'villain' of the arc you can actually see that their street cred is rising and other students from other schools are starting to fear them a bit more. This is a nice addition of the author and it makes it seem that the duo actually gets rewarded for beating up the big scary delinquent that has been terrorizing everybody.
This story has a fair share of everything.
Action, Comedy, Drama, and even romance.
My guess is that the story consists of around:
30% Action
40% comedy
20% Drama
10% Romance
The art 9/10
The art looks good in my opinion. I love how the author can draw the characters in a comedic way but also draw them in a serious and intimidating art style when the situation is a bit more serious and dangerous. The only criticism I have is that because the characters are drawn in a bit more realistic way (No crazy blue hair and big yellow eyes) is that some characters tend to look the same or very similar to others. Not the main cast. Mostly side characters. For example, at the start, it was hard for me to distinguish two students Sagawa and Yuichi since they had the same hairstyle and freckles but this is a minor complaint. The main characters are very distinct from each other.

And here is the reason why I love the manga so much. The characters. I have never had a series where I actually liked everyone single character of the main cast.
We have Mitushashi: The dirty cheapskate bastard that only seems to think about himself but deep down cares about his friends.
Next, we have Itou: The best friend of Mistushashi and the complete opposite of him when it comes to personality and combat style. Itou is more of the honest and honorable type. He hates injustice and always wants to help the weak. Because of this, he tends to get hit a lot more than Mitsuhashi. This is why you can consider him the 'tank' of the group.
And of course, we have Imai: the big Idiot banchou (leader) of his school Beni High. His appearance is that of a tall intimidating delinquent but is pretty much a naive idiot from the inside. Imai and his sidekick Tanigawa are mainly there as the comic relief of the story and we mostly follow their misfortune and how they tend to get pranked by mitushashi. Despite this Imai gets his serious moments to shine in the story. In these moments you can see that he is an honest and manly person.
There are other characters that are part of the main cast like, Kyou, Riko, and Nakano. But I won't list them since I don't want to make this review too long. But trust me when I see that they are also well-developed characters and each of them gets their fair share of moments to shine in the story.
What this manga does so well is character development.
Characters that were introduced as arrogant pricks can return after like 20,50 or even 100 chapters and show you that they have changed. And it's not a sudden 180 that they make. You can see why they have changed and why they have moved on from their bad ways.

I enjoyed this series very much and reread 3 times already. It was one of this series where you didn't know what to with your life after it finished.
And for the people wondering: The story wraps up nicely and has a great ending. So don't worry about that.
