The gender-bender/trap "genre" is usually a subgenre of comedy and/or ecchi, but in this particular case it's a nice mixture of science fiction and drama. An alternate future is presented and each story focuses on how normal people deal with this switch of natural rules, the stories feel more like romance than anything else and it would be a challenge to fap to them.
If you enjoy romance under strange scenarios I really recommend this to you, if you're more on the look for perversions or wacky surprises there's nothing in here for you.

Balance Policy is about a boy who was turned into a girl because of japan's birth rate declining.
In short mangas like these, you can't really expect anything "good" in general standards and it is understandable. Rather, when it comes to these, I think you're supposed to just read and observe till you get a proper conclusion of everything that has happened. That is if, you ever get it. It's an interesting premise, but it doesn't really figure into the story in any important ways.
This is really just a story about a teenage boy magically and forcibly "changed" into a girl, now trying to make sense of puberty, friendships, romance, and parents that just don't understand. And like puberty, it's more feeling than story--everything seems more important and meaningful than it is, but nothing really happens. The feelings are real, but but they're still just feelings.
