This manga is about a guy 20-year-old guy named Kawashima that has a high school girl fetish that moves in next to a 21-year-old woman named Inori that claims to eternally be a high school girl. Kawashima failed college exams and is studying for the next round. Inori is a NEET that goes around in high school girl cosplay trying to act like a high school girl. Though she also gets drunk half the time so she’s pretty bad at it. There are also a bunch of side characters that are almost as weird as she is.
The majority of the manga is just random nonsense

with the cast doing crazy things, resulting in lots of comedy and ecchi. There’s a good amount of variety to the jokes due to the variety to the wierdos, so the comedy is pretty good. And though the art isn’t that great, it works well enough for decent ecchi so that’s decent as well. The vast majority of the cast other than Kawashima are female, however this definitely isn’t a harem manga. There’s only one other character that shows any interest in him, and that’s mostly just played for laughs. Rather, the romance between Kawashima and Inori is actually a pretty critical part of the manga. It’s pretty slow burn, but there’s some pretty good relationship development and romantic fluff.
The substance felt pretty lacking however. There isn’t a lot of it, and most of it is confined to the end with some forced drama. I’m not inherently opposed to forced drama at the end of rom-coms because it’s pretty common and can often work well enough. But here it was pretty bad. It fundamentally made no sense and did not sufficiently explain any of the things that were hinted and teased throughout the manga regarding Inori’s background. The ending in general was just really rushed and really needed some sort of epilogue to properly wrap things up. Though I’m fine with what happened in the ending and the state of circumstances the manga chose to end on, I can’t say I’m all that satisfied with how that actually happened.
tl;dr: A solid ecchi comedy manga with a decent romance but a pretty weak ending.
