The Seiun Award (星雲賞, Seiunshou) is a Japanese speculative fiction award for the best science fiction works and achievements during the preceding year. Organized and overseen by the Science Fiction Fan Groups' Association of Nippon (SFFAN; 日本SFファングループ連合会議, Nihon SF Fan Group Rengou Kaigi), the awards were given each year at the annual Japan Science Fiction Convention. Named after Osamu Tezuka, the Tezuka Osamu Cultural Prize (手塚治虫文化賞, Tezuka Osamu Bunkashō) is a yearly manga prize awarded to manga artists or their works that follow the Osamu Tezuka manga approach founded and sponsored by Asahi Shimbun. The prize has been awarded since 1997, in Tokyo, Japan. Hard science fiction is a category of science fiction characterized by concern for scientific accuracy and logic. The heart of the "hard science fiction" designation is the relationship of the science content and attitude to the rest of the narrative, and the "hardness" or rigor of the science itself. One requirement for hard SF is procedural or intentional: a story should try to be accurate, logical, credible and rigorous in its use of current scientific and technical knowledge about which technology, phenomena, scenarios and situations that are practically or theoretically possible.
