I'm gonna give you my 1st impressions and do a full review once Shin finishes.

I thought about giving my impressions after reading a volume of Shin DxD for people who are still hesitating for some reason. I will keep it short.
Nothing changed. It is still the same DxD only with Shin added. Because of the money and length of the series, Shin 1 will sell better than HS DXD 26. Issei is still a virgin. Villains are still crap. New characters appear alongside a new member of the Issei harem named Ingvild, who possesses the anti-dragon ability. The

new antagonist enters the stage, Nyx. She is wielding unique clothes, Virgin Killer. The outfit, which neutralizes virgins attacks, pretty cheap tbh. To be blunt, she is a below-average DxD villain. That is not an achievement ( if you have a similar opinion on DxD villain as me, you know what I am talking about).
Overall it is pretty much the same DxD as before. I was enjoying it a lot, and I am enjoying Shin too. It is a really good 8/10. I would love to see some good antagonists though. ( Unfortunately, I did not find much enjoyment in any DxD villains through the series).
Small update( 18.10.2019): I am at volume 3. I will keep it spoiler-free. I do not want to spoil your experience as it is a little bit ahead of Volume 1. Issei is getting even more harem members. I do not mind big harems in anime or books, still, I have to admit that the Issei harem is getting a bit too big. Some characters do not get much development at the time.
Villains: No change, specifically in volume 3, there was that one villain that got my hype up. He did not last a Volume -_-
I am looking forwards to the Azazel tournament. I hope the matches will get even better.
Volume 4(18.10.2020): A lot happened. I will try to cover as many events as possible due to volume 4 having over 400 pages. It concludes the "Hades and the Alliance of Hell vs DxD" conflict. I will try to avoid any significant spoilers, but I'm gonna spoil the result of a final battle and one plot point I had an issue with.
So, the Vali team had a match in the playoffs against the old gods. It was an enjoyable match between the young and old generations.
Later, Issei is under attack by a fake Ddraig and Longinus gear "Alphecca Tyrant" wielder Meredith Ordinton. Meredith uses Alphecca Tyrant on Issei to change his personality (simplified explanation). Up until this point, there wasn't really anything too bothering. After the personality change, I got somewhat annoyed with this "stunt", more on that later.
Alliance of Hell made their last stand in London. Even before the start of the final battle, there were not any illusions or fears about the inevitable outcome. Both sides knew DxD would most likely win, which indeed happened. I enjoyed the fighting scenes. It was a landslide, and I loved it, clearly the fruits of the character's progression through the series. Seeing DxD "good guys" being so OP felt great.
Issei's personality reverts to the original. New villains enter the stage with a massive shock.
I want to talk a bit more about two things: Issei's personality change and new villains.
Issei's personality change was a smart idea because Hades used Azazel's prank against Issei. However, I did not enjoy Issei reverting to the "Boobaphobia" state again. It was fun as a prank, but I assume the author only included it here to have Issei unlock another new power at the last moment. It did not fit the final battle being a "one-sided" narrative. I will put a quote here: "Didn’t you know that this man is a joke-like existence? He isn't such a weak man that could be defeated by something thought of by the Gods of Hell. Well, maybe you could have won if you had gathered ten thousand nude beauties?", well it would be way more fun to read that than "Boobaphobia" Issei. You know how it usually goes with sequels. It is a nitpick from me. I do not think your experience will be ruined or even annoyed at all.
New villains appear. I feel "normally" about them, not much-hyped. If you have read DxD DX you should be aware of their existence. They are strong, stupidly strong, I expect them to be just powerhouses. I do not anticipate them to be good villains. They are planning to start a war against Earth soon. If I could choose, I would prefer events to continue in Azazel's tournament and conclude Trihexa instead of another war, but I might be surprised. I think Issei will use "heavenly breasts" to deal with them.
I will put one more quote here because it is along 10 000 beauties my favourite in this volume:
"What!? The Sister-chan’s panties are inside a treasure vault!? Aren’t you interested in that as the Ketsuryuukou, Vali?"
Bikou asked Vali like that.
"I'll never be going to eat ramen with you again."
Vali replied.
That is all for volume. I hope I did not bore you too much 4 :)
Overall, no change in the rating, still 8/10 :)
