In both Mangas, the Male Lead did something bad to the Female Lead (upskirt photo in Tsumi and train groping in Ibitsu) then they are blackmailed by the FL to continue their relationship. There are multiple people that try to break apart the main couple by blackmailing them with photos or videos of the femdom done in public. Ibitsu is much darker and depraved than Tsumi to Kai 

Both show the relationship between a low self-esteem maso male protagonist and a dom female main character. Content-wise, these are very similar and only have some differences on a thematic level. Also, Sundome is comedy-focused whereas Tsumi to Kai doesn't really have any comedy elements.  

not exactly the same, since Tsumi no Kai is way lewder in every way. Also, it does not focus on romance/love, rather it focuses on the meaning of "bdsm", but there is romance tho. Yes, it's a borderline hentai  

Both feature a submissive/masochist boy and a dominant/sadist girl. Not really complicated. I actually found both manga by accident. I decided to give a try.
