This is a manga aimed squarely at people with a fetish for exhibitionism, public nudity and ENF (embarrassed nude females).
It revolves around a highly dignified student council president and her male secretary, who accidentally finds out the president has a repressed exhibitionism fetish when he notices she's not wearing panties under her skirt while riding the train.
And so, they decide to form an unlikely relationship where they engage in more and more outrageous scenarios for the president to get her rocks off.
The manga definitely satisfies that particular niche for female public nudity, having a heroine that will gleefully seize every opportunity to
...
strip and streak in public spaces while trying not to be seen.
She does it for the thrill of it all, but also because she enjoys being looked at by the male protagonist, who, for the most part, flip-flops between being supportive of her antics and being against them.
Some of the scenes they share together are honestly quite romantic and almost not sexual in nature at all, showing there's a level of trust and respect between them. This level of intimacy allows the heroine to feel comfortable being nude in front of the protagonist, simply enjoying the liberating feeling of being unclothed in an open space, like a beach or a forest, while being safeguarded by someone she trusts.
Again, it nails the fetish aspect of being a spotter for a person that is engaging in public nudity, and seeing the president stripping in the most unlikely or inconvenient situations imaginable is always entertaining.
So, props for tackling the fetish in a way that doesn't feel creepy, with no depictions of rape or any other type of gross shit, while also being kind of romantic and wholesome...At least, at first.
SPOILERS FROM HERE ON OUT.
Unfortunately, the story drastically jumps the shark around the second and third acts. Some really annoying side characters enter the mix: the president's butler, who is in love with her, becomes the protagonist's love rival as they fight for the president's affection, and for the privilege of seeing her nude.
The protagonist also has a childhood friend that becomes jealous of all the time he spends with the president, and decides to grab his attention by partaking in exhibitionism herself, only to end up becoming addicted to it and going way overboard with it. His relationship with his childhood friend is downright abusive; she loves him way more than the president loves him, but he shoots her down and berates her mercilessly every chance he gets, and so she deals with her frustration by sinking deeper and deeper into the fetish in a way that's not healthy whatsoever. Her character is quite tragic and their whole ordeal feels quite uncomfortable and depressing. There is a crossdressing character that appears later into the story that pushes the protagonist to keep engaging in the fetish alongside the president and his childhood friend.
The president also has a little sister with her own set of circumstances: she was born out of wedlock, and carries a lot of trauma which is sort of touched on, sort of not, and is really not that relevant to the main story and fetish aspects.
It almost feels like the author wanted to add some more 'meat' and drama to the story, but it honestly gets in the way of the protagonist's and the president's wholesome relationship of trust and love for the fetish.
By the end of the story, all the girls in the school catch wind of what the president and the protagonist have been up to, and they awaken to the realization that they really, REALLY want to try out this exhibitionism business too. And so, the protagonist is thrust into this VERY weird position where girls will almost instinctively want to strip whenever he issues the command, almost as if he's exuding pheromones or something. At some point, during a class trip to the beach, all the girls decide to discard their swimsuits and walk around the beach in droves, some embarrassed, some seeming to be really enjoying it.
For fetishists, this is great, but it's the complete opposite of what I initially liked about the story: the trust and affection the protagonist and the president have for each other.
The incident with the naked girls at the beach becomes national news and the protagonist is pretty much labeled a terrorist and a public enemy for 'ordering' the girls to do what they did. However, egged on by the crossdressing character, he decides to up the ante even more.
His newfound notoriety draws women from all over Japan, and they ask him to give them the 'order' to strip. At this point, the protagonist does a complete 180 in terms of personality and decides he wants to become the Naked King, becoming the leader of a massive harem of women from all over the world who are now totally content with never wearing clothes again and letting it all out for the world to see.
But alas! A second plot twist ensues, and the president decides she wants the Naked King only to herself. After some back and forth, he relents, and they vanish, going somewhere where they can be nude and be seen only by one another for the rest of time. Women soon return to wearing clothes, but his impact is still felt worldwide as people realize that exhibitionism is actually really fun.
It's a rather funny and goofy conclusion, albeit completely out of left field.
All in all, great read if you're into the thinking man's fetish that is girls being nude in public. Otherwise, stay away.
