Well we know that Near doesn't actually care much about the people, rather he is just seeing criminals as part of the puzzle to solve.
There is the implied message near used the deathnote himself. as he is many times referred to as cheat, etc.
So near follows end justifies the mean method, same as Light.
Well.. im sure everyone knows about Light.
(keep in mind, sexual offenders most often recommit more crimes upon release. many other criminals associated with felonies more than half the times recommit an another atrocitiy) So by taking away the rights of few who stole rights of many, he is in logical sense able to save many from harm.

So what do you guys think?
I personally believe Near as we see Light hesitating with Sayu, while Near doesn't even move an inch when he hears of L's death.

Well... personnally I think that Light is more cruel. Yes, he does kill criminals- but then again, he DID kill innocent people as well (the policemen etc.) Also, as far as I know; Near was prepared for L's death. Everyone at the orphanage was. If L wasn't destined to die at SOME point (with such a dangerous wacked out job he has) then why do you think that they had succsesors for? And I have also read that Near acctually had more feelings for Mello than for L(That was also why Near worked so hard on the details of Mellos fingerpuppet, while L's fingerpuppet looked like a gobblefish) (Source= Death notepedia :3) My conclusion: Near does have feelings, he just chooses not to show them...

even after reading your arguments, I can't quite grasp wot's so "cruel" about Near
he, with one or two exeptions never even broke the law

on the other hand, Light has murdered several innocents, he even considered killing his own family if they found out about his Death Note

so the awnser is pretty obvious I think

I think Light is more cruel.
Cuhs he killed a bunch of innocent people just to keep the Death Note a secret.
&He even got his father killed. :|

It's hard to tell since this is sort of comparing apples to oranges. Light was the instigator of this whole debacle and Near was dragged into this case to solve it. What I am really interested in knowing is what would Near do if the Death Note had been dropped in front of Near instead of Light? Would Near do something similar (probably not, since we see that he doesn't actually have an interest in justice the way Light does).

Raito, [Kira]Raito is more cruel for sure.
Light killed any 'bad' guy and innocent people comming after him [Ray Penber(sp?)]. Not to mention un caring whether his family died or not. But most of all that he [in a round about way] killed L then had to hold him in his arms...and make such a...horrid dramatic display of insincerity(sp?) just to keep his fake image. *trys to hold back anger* And just because I can't stand him.
Near is just blunt and colder than most people.
He'll say sorry [though it doesn't sound truthful], warn you of the possible outcomes, and makes sure to keep everyone alive [to his best abilities]. Besides just because one is blank, seeming to be cold and blank of emotion doesn't mean that's what he really feels. I mean he was willing to work together with Mello, kinda like how L liked Aizawa but he didn't return the sentiment [for the most part anyway]. He is the most like L but again younger and from a different family but it's not to say he wouldn't become more fun like L when he gets older with the help of a friend. :)
So to stop my rambling Near is awsome! Raito isn't.

That can be decieving. I've had points in my life where I have prefered to stay away from people. People only end up betraying you, so you musn't get close to anyone. I don't know if Near exactly thinks like that, but I'm pretty sure he does have a reason. Plus, a lot of people think he and L had Asbergers syndrome, which causes anti-social behavior. Yes, I understand Near had the intention to use the Death Note, he even admits it in the manga, and I really am shocked he did something like that, but what's one life compared to billions. I'm sure he wrote down the name of a criminal. L did something similar. He got some dude (I forget his name) to pretend to be him, knowing that if there infact WAS a Kira, that he would indeed kill him. And Near does have emotions, only he does not show them. I've seen him smile, and I recall in the manga when he was talking about Mello, he gave Mello a lot of credit, and said that together the two of them could surpass L. Near was actually rather close to Mello, even though Mello wasn't very fond of him.
