Pet peeve: idiots in anime

I've only watched two episodes, so this is only a spoiler if you haven't started watching at all.

Anyway, the queen's a researcher, right? So presumably she's used to taking a whole lot of information, detecting the patterns, and devoting herself to experimentation to determine how reliably the patterns hold.

Here's a pattern:
- There's a mecha in your hole that nobody can turn on.
- Rygart comes out of nowhere, turns it on and pilots it outside.
- 30 minutes after he leaves it turns itself off again.
- Again, nobody else can turn it on.
- Again, he hops in and pilots it around.
- Again it turns itself off and nobody else can turn it on.

And yet at no point is there any indication that Rygart has any involvement in the research beyond telling people how he piloted it, which appears to be useless as nobody has ever been able to turn it on but him! She asks him to write reports and oversee pilots pressing buttons to no effect, but never asks him to GET IN?

Is it a bad translation (I watched it from Monokage), or is the world full of idiots? Every time Rygart's not around to turn the thing on, we overhear people saying, "Well, nobody's been able to get it to move, so I guess it's useless. I don't know why we even keep it around." Hey, uh, I bet I can guess at a way you could get it to turn on. How about you dedicate a little time to figuring out what happens when Rygart gets in?? As far as I can tell they've never let him in under controlled circumstances even once!

Not until the second episode does the queen start connecting the dots, with a phrase like, "Maybe it doesn't recognize the rest of us as descendants?" Holy crap, good job. Turn it on and figure out how to disable that check, dude. Why did it take you the length of a feature film to figure this out?

Well.. this is an anime. If they just shoved him into the golem and everyone knew everything they needed to right off the bat it would make for a very very boring show.
