Its because the censored version was cencored as if the studios erased the whole page off.The x scenes are skipped which is a downer for everyone who wanted some action. The anime is garbage anyways. I watch it just for the PLOT.

It's censored to high heaven and back, why wouldn't it be PG-13. It's practically unwatchable with how the protagonist's personality is. The visuals are pretty poor in some places and Number 1 is hardly relevant at all, why is he even there.
