I must say, this episode raised the stakes of the show more than ever.

Okay so here's what I understood about the plot, maybe I got some parts wrong.

The world with this school is a "fake" world, a sort of simulation, meant to be a game for people from the real world. It's the "7th ward", and its borders are the white walls.
Then there's the whole 9th ward part, which I guess is another simulation that cut all links to the government?
The players in the 7th ward can both be cats or white ghosts.
I didn't get the whole "singing makes the white shadows appear" and I'm not sure if the white shadows are the same thing as the white ghosts.

The white ghosts are the same as the white shadows, episode 5 sort of gives away everything there.

Finally, we have singing on the way, but is still don't understand why it's called actors? Maybe in the next two episode, all will be revealed, which I kinda don't hold my breath. "Sensei" is arrested, I can't believe he was the culprit. Wow, they just introduced a problem and then solve in one episode, how fast! I guess they're rushing for the finale.

So, here's my best shot at explaining what's going on, so far.

So, the world is a simulation game, in which the wards are kinda like districs and the main characters are part of Tenshou Gakuen, which is located in 7th ward. The paid players are cats and can interact with this virtual world, but can't speak directly with the actors (which is the main cast like Saku, Hinata, Satsuma, etc), while the white shadows/white people are the free to play players, who can't be seen by the actors nor physicaly interact with them, under normal circunstances.

While Tensho Gakuen tries its best to be independent from the goverment (which is a very vague entity for now, other than we know they control the game, with Keishi's help as their informer), with the recent incidents seem during the anime, the goverment is now trying to take control of the 7th ward and is trying to make more like the 9th ward(whatever this means, but looks like that place doesn't have any independence nor free will, so it is safe to assume they 'work' for the goverment).

Now that the actors free will and independence (and maybe their lifes?) are at risk due to the gov medling, and Keishi is worried about them, since he grew attached to them, in order to not shut down the 'game' instead of doing their usual singing contest, which can be seem (well more like listened) in 'Duet Deluxe Edition', Mitsuki, alonside other club's presidents, decided to ask for Sakutatsuke, which have become a quite popular band, to compose a song which everyone in Tensho Gakuen will sing in order to atract more attention to the school.

That's what I got so far. With just 2 episodes remaining, I hope they properly explain what is going on more in depth. Even as a long time fan, I wasn't expecting this anime to have such a confusing plot, I don't remember the Drama CDs being this convoluted.

@Enneigard19 that's probably the best guess out of everything so far, can understand from the long-time fan's POV but this convoluted plot is making everything messy thus far. The reason I can only think of the relevance is only towards the Vocaloid songs, and nothing much. @lihle808 I probably can't guess 99% right, but they're at least aiming for something here.

The whole thing of the CCTV cats, the Actors being singers (Sosuke, Uta and Saku) and also Tensho Academy (which houses the different clubs), along with the white shadows/ghosts. Probably this episode is the best to explain it all, especially with how Saku's hospitalised sister is also a host of some matter.

Towards the whole CCTV thing, probably can deduce easily that this whole world is made out of a "simulation", with the cats being players and the white shadows/ghosts being people who can see what's happening on both sides (on layman terms). Plus the teachers who've been keeping touch of the "7th and 9th Ward" stuff.

With the current world (7th ward) on the brisk of it gone, there is bound to be problems and the students responsible are the only ones who can push their relevance against the "Government" cutting their resources. *stress that relevance*

The Actors are pretty much the ONLY way that this whole farce can be stopped ASAP with the Singing Contest. And with their agreement, the whole school can embrace diversity at the expense of the whole plan being put into fruition to stop the Feds from taking their roles away.

This has got to be one of the most important episodes to explain all those instances, but I'd have to say, ALL THIS IS SOME PLOT to make a ploy. At least this is now out of the way, and let's see how everything chimes together as one.
