This is written as of ep7. If you were working with Seizaki, how would you plan on catching Magase?
Preferably bring charges to her. If not, kidnapping or if necessary, kill her. Note I think the latter is a fair option considering Seizaki was willing to kidnap Itsuki. So if you think it is a necessary action, feel free to suggest that.
Ideas don't need to be too specific, it can be broad or detailed.

First, what to charge her with if we are to arrest her. I think murder is our best chance. She sent a live video of her murdering Sekuro. Evidence is clear as day.
Possibly abetting suicide, but there is no concrete evidence for that so I doubt we can charge her for that.

So we got that out of the way.. next, we need some preparations:

1) First it is clear that Magase can 'mind control' through words. To counter that, earplugs is needed during operations where she might be around.
Earplugs aren't perfect, but should be enough to block her voice. Greater attenuation the better. If we need to communicate, sound mufflers over earphones will do the trick.

2) Also she seems to persuade people through arousal. Maybe a injection(for more immediate effect) with some sort of anaphrodisiac or dopamine antagonist drug. Of course this is speculation and I'm not sure how her suggestion ability work. I'm just going by what we know so far. This is a back up if earplugs and sound mufflers fail.

Problem is that we can't just wear the earplugs everywhere we go. She could ambush us(like she did in ep7) and that is why we need to carry the injection for emergency use. So now that she is largely no longer a threat, we need to find her and subdue her. This is difficult because she can change her appearance which make tracking her down difficult. We don't know if there is a supernatural element to this, so I'll assume there is. We will need to rule each possibility out.

1) She uses make-up and other traditional methodology to change her appearance. This is possible in real life. This has been demonstrated by intelligence agencies rather publicly.

2) She can supernaturally morph her face. Said appearance does not resemble any actual person. This mean that no one share the same face as her disguise.

3) She mimics other's faces. So she 'duplicates' another person. As a result, two people should have the same faces, like twins.

4) She steals someone face. She kills them and somehow take their face. IE. Sekuro's face is up for grabs.
----------------

We can rule these out based on existing known cases of her face changes. So what do we know about her transformations:

A) She have only been changing in to other females. Never male. We can rule out males as potential suspects. Unless otherwise proven wrong of course.

B) She was(or looks like) Itsuki's wife. This is the greatest information we can have gotten for her transformation. If Magase was NOT Itsuki's wife, the unnamed child would immediately recognize this. He would know rather that was his mom or not.

This means she either IS his mother, or she changed to her appearance. If Magase changed to her appearance, she either kidnapped or murdered the original. Itsuki is a bit crazy anyways and seems to cooperate with her. So I wouldn't rule it out entirely... but I find the murder unlikely, but still a possibility. If Magase was Itsuki's wife from the start, then nothing would have to be done. If this is true, it is MUCH more easy to keep track of Magase's movement.
If the real wife was murdered or kidnapped, we can expect her activities to change prior to the debate/election. Magase is not his wife and hence would not act the same way. Questioning the kid would give us insight on any change of behaviors. Which can hint if Magase was the wife the whole time, or just took her place somehow.

We can do further verification. We can contact Magase's old physician and see if he has any medical and maybe DNA data on her. We can cross reference that information with Itsuki's wife. Make sure there are no signs of forgery. If they match, then they are the same person. If not, then they aren't, simple as that.
We will also have to see if the wife's behavior revert back to normal once the debate was over. If so, we need to question the wife for any blank memories or if she was kidnapped, or what she was doing during the time of the live debate.

Next thing to do is to track down Sekuro's body. We can try to pinpoint the location of the murder via background information. Probably in some storage shed or basement. Maybe even the janitor's room of some building.
We can also try and pinpoint the exact location by tracking down the IP address. We can find out a lot of other information based on her internet footprint.
She used a camera, but was sent to his computer, meaning it had to go through a computer and uploaded to the internet, live or not.
Sekuro was murdered by Magase. We can determine Sekuro's condition. If only dismembered, then we can rule out Magase stealing faces. If her body was more than just dismembered, we can expect some foul play after the murder. Which may hint at 'stealing faces.'

We also need to look back at the photos of the 'prostitutes' and try to find if they actually exist independently from Magase. If they are alive and doing their own thing, we can safely say she copies faces. If they are dead or missing, then it might be that she stole their faces. If no record is found, then Magase can freely change her appearance with no reference to other people.
-----------

We can use all the above clues to try and pin point her method of facial transformation. Once we know how she transform, we can use that to give us clues as to where she might be. If she took Sekuro's face, then tracking down where Sekuro is last seen would be most logical.
If Magase was Itsuki's wife, even easier.
If she can freely change her appearance, then we need to look for undocumented people as suspects.

If we know her actions, we can try and set a trap and catch her. Of course all this is easier said than done. It is still going to be difficult finding out who she is and where she is at any point in time. These are just ideas I came up with.

hey zcv45 im answering because i sincerely think you payd attention during the show that you later translated into this post. Its well though out as well, it takes some skill to figure out things you mentioned.

Ill be debating chronologically to your statemes, and maybe we can get closer to truth this way, its a lot of fun.

If you have ability to change into other people, and its not some makeup and few Wigs that people get wrong here. Magase can litteraly change. that was stated in ep-3 by Morinaga. What this does is make you immune to any law. Unless some sort of identification between her personas exist. Magase is immune to any law and cannot be charged ever. So our only solution to get her is to kill.

1) Earplugs is a good idea zcy45, the question would be if her ability triggers by her voice and what she says. Everytime it triggers you can notice shes less than half a meter from person there could be another catch about that.

2) There is something very odd about Magase and i believe if you figure this out, youll know everything about her especially her motives. If there is something to focus on, its why she chose Seizaki and why does she go to these risks. To show him all of this. Im saying this because Seizaki is only character in the series so far to be completely unaffacted by Magase charm. Big proof of this is in episode 2 where Seizaki assistant keeps spacing out completely and is hypnotized by her look on 9:48 symbolicaly keeps looking into her eyes. While his cooworker spaces out, chad Seizaki has no problem yelling at Magase for being weird.

2.1) Ive seen some scenes from babylon so many times that i could recite it. Im saying this because i want to mention some important clues that feel odd and i didnt notice them at first. It might help you figure out whats going on.

2.2) Magase Ai wasnt interested in Seizaki at all when they first met. He was just another dude for her, she would made commit suicide eventually. Its throughout the interrogating, she becomes obsessed with him and starts claiming she fell in love. In episode 5 profesor states that with Magases charm no one could talk to her normaly yet Seizaki keeps his calm, and even goes as far to call Magase on her bullshit. Important moment comes at 19:15 where she is fascinated by seizakis answer. Leaning toward him and showing all sings of interest. its like her reaction sayd : I finally got him, he is the one ive been looking for.

--------------------------------------------------------

3) Back to the topic how to catch her. People point out that seizaki is useless and i have to agree. If he playd his cards right it couldve gone a different way. Im sure even with best outcome, he wouldnt be able to catch magase, but could make things very difficult for her. For example when she escapes interrogation room he just dismisses it like, oh well she left.. whatever, better go to starbucks and enjoy my break now. Instead he could check cameras.

3.1) Here comes big plot hole. Every interrogation room has audiorecording. As sayd if he checked the camera. Seizaki could see for himself how she used ability on his cooworker and could work with what he learned in future. Also i believe you cant just leave interrogation room like that, since its always locked and only person from outside can open it. So its either a plothole or there is rat that opened the door for magase.

3.2) I believe we shouldnt trust Morinaga or Nomura. Theyre very suspicous, not only Morinaga acknowledged he knows about Magase and her abilities and never talked about it ever synce. But Nomura invites izuki son and wife into studio which destroyed him. There is possiblity the whole debate was staged from the begining. Not doing background check on someone who you were as close to as nomura seems hard to believe.

-----------------------------------------

4) On her tranformation you point out some important clues.

I would be for option 3 or 4. reason to rule out number 1 is stated above and number 2 is because it wouldnt fit very well into story. Her third persona had name so Magase surely, had to had some indentification on her.

Here comes the important part. Does she mimic or posses/kills to obtain different body. Would itsuki let Magase to kill his wife for the debate. She couldve been kids mother it would mean she would have to have him when she was 15.

It could be anything. there isnt any clue that would 100% explain her transformation. But from what we know its most likely that she changes by mimicing and shes not itsuki wife.

------------------------

5) Her ability was at least revealed in episode 7. The feeling was so well explained ill just quote it. Its like sex, you want to keep going but at the same time you want to let it out. Beyond there, there is a line (Death). If you cross it its going to overwflow (orgasm). At 12:17 you can notice something going into him.

----------

I tried to remind some clues for figuring out the story. There is much more especially episode 7 where she explains her motives.

Magase is incarnation of Whore of Babylon which is revealed in book of revelation to be represantation of the city shes in. this would mean Shiniki. In the book whore uses her powers to sway and corrupt everyone to theyr doom. Only to be betrayed by the very same powers and people who helped her at the very end resulting in dooming herself.

Im sure only like 2-3 people will read this but if you find something you dont agree with feel free to point it out.

Thanks for the serious response, it is something I find most enjoyable about series like this. I only watched each episode once so i may have missed certain things or misinterpreted what the characters were saying.

1) I was also trying to figure out what was special about Seizaki. After you mentioned how he was unaffected by talking to her, it makes more sense. Maybe her interest is in his immunity? Or maybe that his sense of justice that prevents him from being corrupted? I'm not sure but it did get me thinking more about this aspect.

2) Yes, the interrogation scene is a missed opportunity. Presumably she might have talked to one of the guards and got them to let her go. But he should have at least watched the recording. That would indeed reveal a lot such as how she persuade people.

3) I also don't trust the Shiniki initiative politicians either. And you are right that Nomura seem to not have even tried to do a background check. Although I doubt it is staged. He might have known who the kid was but took a gamble, not exactly sure.

4) Yes I do remember ep7's reveal. Which is why I recommend trying anaphrosadiac although it is just a speculation if that is even effective countermeasure.

5) If Magase was only morphing in to Itsuki's wife, then the real wife must either be watching the TV and thus should be confused. Or is knocked unconscious or kidnapped. Alternatively she could also be in on the conspiracy. I doubt it since the kid is not involved which makes it seem like Itsuki is the only one in the family that is involved. Regardless, talking to the wife is the best course of action. Along with looking back at the security footage during the interrogation.

6) I feel stupid for not making the connection between Magase, the title, and the whore of Babylon. Now that you said that, it seems obvious. But if it goes anything like the Book of Revelations, it might be too predictable although there are definitely parallels.

2. how about there is a possibility that the recording isn't on in this break time session?
actually, i have forgotten the detail in this episode, so i'm not sure for that possibility.
oh and how about there isn't any recording device at all in this interrogation session? i mean, proof of interrogation only through a note on a laptop.

5. how about we interrogate itsuki's child too? but i'm not sure if we can found his location with his mother, after we know the relationship between him and itsuki.
and for the reason why we must interrogate itsuki's child too, doesn't he in the place where the tragedy in episode 7 happen? so, i think he know if there is something wrong with his mother and saizaki's coworker

Yeah i agree its mostlikely the case here, that there isnt any recording. but its pretty weird after all. Having interrogation room without audio cameras is like having car without engine. Every car has engine.

Its not confirmed, but some novel reader mentioned magase is unkillable. He didnt mention any details.

I though about it and if there is ability that allows you to change into other people, make them commit suicide at your will, and be unkillable at the same time its have to be to live inside multiple people.

It would explain the poster where the reflection in the glass shows Magase instead of you, since youre the one looking at it.

Well I just finished watching this so I'll leave my understanding here.

Not the city of shiniki but the entire world (or meta the anime itself) is magases playground. She's the whore of Babylon and we are watching Babylon.

She was also likened by POTUS to the snake of Eden, ie the devil himself.

Or in this case; Herself. Magase is the devil.

Which explains her powers. She's a shapeshifting snake. With a silver tongue.

She's not stealing faces. Itsuki is a pawn. After killing Alex, she forced seizaki to kill himself.
