I know that thread is 6 years old but in case some people are still wondering how the fuck anime that bad was made, there's actually a pretty good explanation: it wasn't.
Mars of Destruction isn't an anime it's a compilation of cut-scene from the first part of a visual novel: https://www.youtube.com/watch?v=Tn0UWPeQaB0 Which kinda explains the bad animation, the nonsensical cut, the strange music changes, or why it seems like there's no plot. I also wouldn't be surprised if Skelter+Heaven was made the same way, a lot of it also feels like cut scenes.
No idea if the VNs are good tho.
