It's also not horror at all. There are beings in it that can be seen as monsters or who threaten the main character, the same as Snow White and the Seven Dwarfs or Sleeping Beauty, but I certainly wouldn't say those are horrors or inappropriate for even the youngest child. Most fantasy and fairy tales are like this.
That's not to say an individual couldn't be turned off or frightened by some aspect of it, but I wouldn't generalize this to any age group. This is the type of film on par with Disney classics in terms of being a true family film that can bridge the generational divide and speak to people of all ages even if they pick up on and appreciate different things in it.
It's the kind of movie which my parents would have put on the TV even at 2 or 3 years-old from basically the earliest time in life I could even coherently enough watch a movie or much of anything at all. Even for a toddler it would offer something. There is nothing in terms of graphic content or anything which could be perceived as too dark or inappropriate for a child of any age - and anything there is in subtleties/symbolism would simply go over their head so it doesn't really matter.
As with anything, it depends on the person. My mother's favorite film of all time is The Wizard of Oz, but was apparently terrified of the Wicked Witch of the West/Elphaba as a young girl. So much so that when I was the same age (maybe 3 or 4), she hesitated to show me it at first out of fear I would have the same reaction (I didn't know this at the time or until years after the fact), and was astonished that I didn't react with a trace of fright at all and loved the movie enthusiastically on the first go and was only positively energized by it. So kids shouldn't be generalized.
Films like this are pure imagination fuel and there are so many kids who can only stand to benefit from that.

The film has been out for 20 1/2 years, so many people, whether on MAL and here commenting or not, watched it for the first time as young kids themselves and absolutely loved it.
