Why didn't raid sirens go off, warning people to take cover or run away?

The average distance between the earth and the moon is 384,400 km. If the mass driver shot a rock at a maximum speed of 1% of the speed of light (2,997 km per second), then it would take at least 128 seconds for the rock to reach Earth.
Surely the Federation has satelites and telescopes aimed at the mass driver, right? And they would have sensors detecting an incoming space rock from the moon. The Federation should have a system where within the first couple seconds of a rock being fired from the mass driver was detected, they could determine it's tracjetory and warn the target location. In fact, we saw this in the first episode, when the guys in the jeep received a phone call that a rock was about to be dropped on them.

So with at least 2 minutes of warning, why didn't any sirens go off warning people to take cover or flee? The incoming rock shouldn't be a surprise. What, was the radio receivers of the ships and the military base offline for maintenance?

Anyway, it is extremely fortunate our the heroes that the rock impacted into the bay, dissipating most of its energy into the water. If it had impacted into land, the energy would have spread out and our heroes would probably be dead. RIP the aircraft carrier though. Also, it'll be real bothersome trying to retrieve the Dragonars from the bottom of the bay (if they had been transferred off of the aircraft carrier and into the military base, it'd have been obliterated).




In episode 8, we found out that Giganos were satanists: people who worshipped the glory of mankind. Now we find out that their leader is also a "mother Earth" worshipper and an abjectionist who view nearly everyone as unworthy of living on Earth. We'll see if this winds up just panning out as the Federation's rhetoric in Gundam did where only the rich and well connected wound up living on Earth and everyone else was deported to space.
