From what we know so far, my money is on Ostania. They have super soldiers, as seen in the movie, and they have the crazy assassin cult that Yor is part of. Now, that cult is technically a dangerous entity that even operates against Ostanian officials that they deem traitors, but in a full blown war, I think they could cause some massive havoc in Westalis.

Meanwhile, I don't know much about Westalis their defensive capabilities, but their spy network seems to be rather heavily underfunded, with Twilight having to handle many responsibilities other than keeping operation Strix running.

One of the most important causes of the collapse of the Eastern block in our world was the stagnation caused by the command economies that were implemented by their communist governments. The dire financial situation in East Germany was the reason the Berlin wall was erected in the first place: many of the people living there realised they had no future ahead of them and used West Berlin to escape their country.

Ostalis is not a communist country and it's economy seems to be doing fine. The only thing it seems to have in common with Eastern Germany is an elaborate secret police network. Hence, it lacks the Achilles heel that it's irl counterpart has. So in the end, they might actually win, be it through war or just a competition of which one can survive the longest.

(naturally they won't, the show most likely is gonna end with the two countries reunifying on peaceful terms)

Ostania for sure. Westalis may have a better intelligence agency and more information, but (as of now) Ostania is shown to have a much stronger military force and a stronger will to protect their country.
