I watched only the first season of this and I didn't like too much of it. in fact I was confused and kinda mad. the reasons I didn't like the first show were:
- convoluted plots. no main focus of the story. I thought its about recovering celty's head but what the hell.
- no single main character. I hate story like that where the supposed main character is overshadowed by other characters (like Gon, he''s losing popularity to his own bestfriend kilua) in this it's supposed to mikado (or celty? cause she is the titular character? a dullahan? hell I don't know)
- one dimensional characters. I thought mikado gonna turn into the badass at some point. but no. celty didn't get her head In the end.

I was waiting for this second season to be completed first then I would maybe watch it marathon latter. so now its 2017, I still feel hesitant about watching this second season because its 30+ episodes. the first season not even 20 and I didn't like. would it be worth it if I spend 720 minutes (36 episodes x roughly 20 minutes per show) to watch the second season of this?

If you don't like durarara don't watch it. It is definitely not for everybody. In fact, the first two points you made about the show are two reasons why I enjoy it. If you don't think its good, just don't bother because all the other seasons of this show are just as crazy and all over the place.

The second thing is I can see you are new to MAL since you came in March and I can't tell from your list, but it doesn't sound like you have watched a lot of anime so I just want to point this out. You won't enjoy a show as much if you overthink the amount of time it will be taking out of your life. When I first got into anime (which I still technically am) I was so worried about how much I was watching and I thought it would make me cooler the more days I had on my profile. I worried about this so much, I started enjoying shows less because the only satisfaction I got out of them would be when the episode ended and i got to mark it on my profile. Even now it is hard to get out of the habit, but early on try not to think about it too much

The reasons you've given that you don't like this anime are exactly the reasons why I appreciate Ryohgo Narita's work.

Narita's work is really specific, complex and it's not for everyone. So if you don't like it, you just don't like it, there's nothing more to say about it.

The first thing that stood out to me when I watched s1e1 was the intro. First the rock and roll was very catchy. Second the mysterious biker looked so cool and I wanted to know more about him/her (again first impression). Third the amount of characters present. There were so many Japanese names being thrown at me in the first 30 seconds of the show and I didn't even get to the actual show at that point.

First thing I did was try to memorize as many of the characters as I could. At least some of the characters being 1 dimensional helped with remembering them for me. I started memorizing a couple characters per episode, sticking to the ones I met on screen first, so I naturally learned Celty, Shizuo and Izaya since they're pretty big and I usually get the full cast memorized by the end of each season. I play a little game when the end credits play and I try to name all the characters that appear on screen. It was really daunting at first but it really pays off and makes it easier to follow the narrative when one character is talking about another. I imagine it'd be a ton easier when watching dubbed, but I seem to have managed well just with the sub.

As the show goes on in it's round about way, I was able to appreciate the web (and it is a WEB) of events that all circle the characters. It all starts with a few side plots that all converge as time goes on. Abductions, a Headless Rider, an evil corporation, a high school, a Serial killer (or two or three), a color gangs, a secret gang, human experimentation, the mafia. It all starts on it's own with a select amount of characters involved in each side plots, but everything begins to revolve around key characters like Celty, Izaya, Mikado, Shizuo and builds upon itself. Drama and war errupt out of nowhere from either deception or misunderstanding, almost like a SOL anime.

I personally think this show is a masterpiece. There are pieces of filler that I think are weaker than the main story, but the filler usually happens at the beginning of the seasons and is more for advancing the plot or introduce you to a character or throw a twist at you. The ones that come to mind are s1e2 where we first meet Izaya, that was just filler but it introduces Izaya and his wit. Another one is the episode where we follow a detective trying to investigate the strongest man, Shizuo which was mostly just filler but it served the purpose of introducing Saika to the audience.

This isn't a show one can just passively watch. I think it requires a decent amount of attention (especially if watching subbed and you just have so much to read and take in) but the pay off is magnificent. I'm on to DRRRx2 season 2 ATM and I haven't been disappointed in any of the three finales I've seen.

Ever heard of Ensemble cast? Thats what durarara is.

And because we have such a vast cast they will not all get their character development in just 2 seasons. Mikado will become super badass later on in the series same with everyone else. And celty will have her head, but that is not the main focus of the story. Like season 1. Mainly focuses on enri and saika.
