Well, he want to build an evil empire. An evil empire need land and resource to support it. Can't expect some rural villages alone would be enough.

Is the detail of the deal supposed to be in this chapter ?

- City Major: Rule the city, but he's under control of the kingdom.
- Merchants: They only want to do business. It doesn't matter who is the boss as long as they can get profit.
- Adventurers: Come for the job and money.
- Soldiers: Directly under the Crown. Their loyalty is to the King and this city is their kingdom's territory.

With that in mind, the one that have strong motive to fight against Aur is the soldiers.
Merchant, IINM, Aur offered a more profitable deal for trade in the city compared to the kingdom. They clearly preferred to just submit.

The city government themselves, such frontier city probably have autonomy for being so far from the capital. They are more like vassal to the kingdom that rule them. So the best option they want is one that would leave less problem. So the Major is considering both options. Fight against Aur would definitely cause his city to be ruined; Merchants also showed preference to just surrender to Aur. Meanwhile, surrendering might leave a bad impression to the citizen (ends in depopulation), and they would be in trouble if the King's army marches back in revenge.

This chapter is clear evidence that this story will never amount to anything great, which is a shame because this story was looking promising.

The city made some of the worst decisions you could possible make and turned what should have been a good chance of victory into utter defeat. What's worse is that none of this was accomplished by any planning of the main character. The attacking army had more people, but 300 goblins and orcs is nowhere near enough to take a city with actual walls defended by 200 people. There was no need to sortie out because the attackers don't even have the numbers to besiege the city. Now you may recognize that the Aur and the elves are extremely powerful, but it the city had at least 20 adventurers or soldiers who specialize in magic, archery, or swordsmanship who would actually tackle a dungeon, then the city could have held. The only option Aur would have would be to so destroy the city that he gains nothing from it.

I now fully expect that this story isn't going to throw actual threats against Aur, or have him lose battles even if he ultimately wins the war.
