15 Ruler skills, Kumoko aside, is it know who owns other Ruler skills ?

In what way it was shown. 
I mean i can't say Sophia was envios about smth or somebody. I also didn't understand how could she negate all magic. Also i kind get why sensei has Chastity but didn't get why she is a ruler of that skill, i mean i think many others might also have had this before her. Not sure what it gives, wasn't shown that she had any superior powers exept the one where she could remove skills and it was kinda Over Powered imho, can't understand why she didn't have Taboo. Also i can't understand why Shun switches from weak to powerful i mean sometimes he was decent and few seconds he was powerless. His stuborness makes sick. He has low lvl light magic but could revive Anna, also i don't understand why did he get Taboo lvl 10 instantly with that, while others had to level it.
