The ova seems to be entirely different than the anime and visual novel. It has a story of its own. Perhaps, this adaptation can be compared with that of Tsukihime.
It starts off with Reiji dressed up as Phantom of the opera and guns down a mafia boss while he was busy spending time with a woman while watching the opera along with two guards. Reiji ran away afterwards, while Elen snipes down all the guards. However, Reiji is lame and he got strangled by one of the guards and by the time, he manages to shake the guy off, he loses his gun and was gunpointed. Before getting gunned down, Elen saves him just in time. Elen seems to look depressed at the fact that she killed someone. This never happened in the visual novel or the anime. Elen becoming suddenly emotional is just out of place.
Next up is their false date at a building. Unlike in the visual novel and anime where the guards aren't marked, they are here with some sort of paper clip, either silver or gold on their neckties. Elen was marked when she went to check out the rooftop. And thus, she called Reiji to the fountain which seems to be outside the building as opposed to inside or perhaps, its just the angle of view. Unlike in the anime or visual novel where Reiji would realize she is tailed, the Reiji here is lame and had to look around which makes him all so suspicious. However, the guard who was tailing Elen happen to have seeing problem, so he didn't notice Reiji's rather suspicious behavior meeting up with Elen at the water fountain.
The two of them then went on a false date while observing the entire building while doing so. Elen was checking out a teddy bear, some clothes, and also a pendant which never occurred in the visual novel or the anime as that Elen is supposed to be cold. Seemingly, Elen here however became nostagic over this gold ruby pendant which Reiji later bought and gave it to her as gift. The animation studio added this which changes the story quite a bit.
After Reiji gave her the gift, he also makes a speech telling Elen that he will take her away from that assassin world of theirs; the two of them getting emotional out of the blue. Then, they dressed up in black clothes to carry out the assassin mission which never occurred in the anime or the visual novel. Instead, they wore carnival masks, not black clothes with sunglasses and wigs. Due to the fact that the guy who was earlier tailing Elen had noticed her black pants below her skirt, not exactly a skirt. The guards attacked and were instantly gunned down by Reiji and Elen, speaking of which why are all there so many head shots. The animation studio must had mixed up Phantom of Inferno with the Biohazard series. Every bullet Reiji and Elen fires are head shots.
Since Elen had dropped her pendant gift midway in battle, she went to pick it up before escaping resulted in a gun wound to her left shoulder. This is totally different than the visual novel and anime. After that, the two of them escaped to their Los Angeles apartment where they become romantic for a split second before Reiji going out to buy black pepper for their stew. Also when Elen requested Reiji to put on her pendant, she had a flashback of her parent wearing one. None of this happened in the visual novel or anime as that as soon as Reiji returns with the black pepper, he finds the pendant on the ground while Lizzie waiting for him along with 16 guns surrounding him. Huh!?
First of all, the gun wound Elen had was on her right-side of her stomach and it was caused due to a gunfight with the Godoh-gumi at the port as that it was an act of betrayal on Scythe Master's part coordinated and pre-planned by Claudia. Reiji did not take Elen back to the Los Angeles apartment but actually escaped elsewhere to a hotel. And Reiji was gunpoint by Lizzie along with Claudia when he was trying to steal a car, while Elen went to rob people for money so the two of them can flee. The ova is so different..

Yeah, I wanted to write, it feels like whole alternative story in the same setting. Their personalities are totally different. It's not bad when you take it as what-if story. And I actually liked the end of this ep.
This ova compared to the tv series was actually prettynice, you can see the various simmularities but there are still a lot of differences! Pretty sweet and fast paced episode! Let's see what's next.
