Alike the carnival scene something I've applauded about Chrno Crusade is it's ability to not be afraid of pulling punches to the audience like an emotional punching bag. It's rare to see a story take such a powerfully miserable approach. Last time Az was stolen, Chrno and Rosette were nearly killed, Manhattan(if I recall correctly) was practically destroyed, Joshua refused to see his sister as who she was, and Gulliam and Remington lost outright. The final panel was Manhattan burning to the ground with our bloody cast and the line "we failed". That's brutal. And what this chapter had in store for us was the tragic death of Fiore and Satella, along with Chrno's refusal letting it out since now isn't the time, and his self sacrifice throwing her out to get locked in a room penetrated by a horde of demons while still not letting through the truth; going as far to act like it's not a big deal. Further, Rosette will have to backtrack and find her own path to Joshua and Az now alone, and probably run into the bodies of Satella and Fiore. It's brutal!

I also want to mention that now that we have literally seen the doll like body of Fiore I concede my previous confusion about how Aion had his contractors soul in a jewel, it's quite clear now. i do have to question how Joshua saying big sister gets her emotionally and gives her some soul back but her actual sister who she was shown to have a memory with doesn't get anything out of her. That seems like some poor writing. She even said I'm no longer your sister, clearly showing she knows what's up. At least Joshua hasn't been shown to get that same reaction and he has given attention to Rosette to show he's thinking about it.
Shader apologizing to the injured Satella miserably is why the sinners are great characters. They're fighting for freedom. They don't view the world in black and white, even Aion's been shown not to. They've been shown to create friendships and treat humans respectfully, Genai might give them a hard time but he grew on Magdalene. These are people fighting for something they believe in that just happens to go against what our heroes believe in.

There's an argument that creating a new world isn't bad despite all the death it brings because it brings an equal amount of life (presumably). It's a strong one that's centered on the whole 'is it worse to be the cause of something bad than to just let it happen argument' or more simply how much intent matters. For, if what I speculated is true and your view is that removing something like constraint of freedom and bringing an equal amount of life into play has more value over keeping the present order despite the fact you're ending their lives it's a morally good plan. If you think by taking life it eliminates the good caused by the new world it's morally wrong. To put it simply if you believe the ends justify the means then Aion may be right, but if you don't he's wrong. It clearly shows this moral ambiguity constantly and even if the villains aren't the most complex they're shown to have enough reason and emotion in them to be likable and worthwhile villains.

I wonder if Aion is being compared with pandaemonium in the sense that he is controlling his sinners alike their his cells, they're doing his bidding, Chrno was literally called Aion's sword. The difference here being that it's temporary but it feels like it was an analogy that the writer wanted us to make.

It's convenient how Chrno magically got the ability to sense life force passing perfectly to make this dramatic and then that the control panel on the door got busted. So convenient that if I'm right and Chrno hasn't shown that ability before it's some forced drama.
