The way I see it is mindset. The higher their percentage is the closer their mind is in sync with the monster they took the suits from. How it measures it could be something like temperature. The same way our bodies heat up if we have a high metabolism or how we have a fever when our bodies work overtime to heal us.

This anime is one of those “turn your brain off and enjoy” kinda situations. There’s a good amount of stuff I think we’re supposed to take at face value and not expect much cogent explanation about.

there is no official explanation yet even on later parts of the manga but its implied that the level of concentration or focus is key to increasing the power level of the combat suits

It's like a mental thing. The suit is a separate part of the body but it's made of kaiju muscle fibers and it links to the wearers minds. Imagine how difficult it would be to suddenly have four arms when you're used to only two. It would be extremely difficult to control them all. The suit is like a whole separate body overlapping your own. Sense it overlaps that makes it easier then the four arm comparison but it's still very difficult. Plus, there's still a soft, squishy human body underneath the suit that has to be capable of withstanding the power of the suit to begin with, even though the suit takes most of the recoil. That's why the officers workout so much instead of just focusing on combat training.
