The rating says PG-13.
But honestly, I first watched this anime when I was 12 or 13. I rewatched it recently.
Princess Tutu is actually more enjoyable for younger audiences imo since it has a classical music and ballet setting. It’s narrated like an actual fairy tale as well.

Overall, kids enjoy cartoons and animation more than adults though. Kids have more enthusiasm and energy than some adults.

It's pretty much aimed at the general audience rather than a specific age group, Tutu is akin to something like Disney which is appealing to anyone.

It doesn't have the most mature or grim content, but it has too large amount of thematic depth to be fully understood by children. It deals with many topics we encounter in real life. The PG-13 rating you see on MAL is just a recommendation.

Here's my advice: IGNORE anyone who says Tutu is aimed at a younger audience only. I would gladly recommend Tutu to ANYONE because it has enough soul and substance to be enjoyed by virtually anyone looking for quality entertainment because you won't see too many works as well executed as it. ;)

It is probably okay for 10 and up...though there is brief (non-sexual) nudity and some pretty scary moments which might freak a young child out...but as I said, 10-year-olds can probably handle it. There is some blood as well...so depends on how squeamish the child is.

Anyone can enjoy the show, the tittle make it look like a kids show, but is very mature if i have to say something

Despite it being rather kid friendly for the most part I would say it would be like a seinen for older males.

The anime is based off a manga, which was published in a Seinen magazine, so it's safe to say it probably isn't aimed at "children" unless the content in the manga is more "mature" than the anime

While there are some interesting narrative twists I'd expect to go over the average ten year old's head, I'd say it was made to be acceptable viewing for tweens and up, since it's also episodic and the main story is rather easy to follow. Barbie doll anatomy and mostly thematic blood hardly constitute sexual themes and gore.

It's the other way around; manga is based off the anime, and very loosely at that (the main villain and ending are vastly different from what I know). Most I've talked to would not consider the manga adaptation a good metric for the anime's target demographic (or anything else for that matter).

I watched it when I was like ten and it kinda fucked me up a little bit. So I'd say around 13+
