It's a story about the leftover casualties and destruction of an ongoing war. I don't think they were trying to portray Americans as the bad guy. Every nation who mobilised their military and/or took over other nations regardless of which side the conquering country was on were in the wrong. Cuz if you think Japan was the victim you should ask how people of Nanking feel.

Exactly, u can't blame America. If there's someone to blame then it's the Emperor. He saw it coming but still ignored the warning. After the bombing in Hiroshima, the emperor's bitch ass pride kept him to keep the brutality of Hiroshima not being broadcasted on radio. The people of Kobe got to know anyway since everything just came flying from miles away. The emperor didn't give a shit about the people. But every single day so many people died and fought in the name of the emperor. And sadly this is what the war was.
