Hi,
I don't understand fact, that manga has 13 volumes, but X Chapters. It is already finished... What does it means?

It's harder to count the chapters of a novel series because they don't build consecutively upon each other. Novels are published in volumes rather than a periodical like a Manga would be (where keeping count of chapters is more important)
It might be volume 13 of the story, but the chapters within it will probably still say like 1-9 and not something like 108-117.

The count isn't updated because none of the novel's fans have gone through and counted the chapters.

Basically this. If no one that own all the volume goes through the task of adding them all and submit the result, it's not going to be updated.
I've done it quite a lot on MAL for the novels I read. Haven't read that one though, so cannot do it.
