Aside from the similar genre's and themes, the MC in both "aid" the villains in various degrees. However, one is borderline hentai while the other is much more subtle.

We follow the villains of a classic Japanese Saturday morning kids show being the main focus, deconstruct the hero and meaning of heroism while providing a show not at all suitible for younger audiences. Both are homage-parodies where the studio put lots of care in, showing their love for the genre.

A demented, perverted parody of the magical girl genre, the protagonist has the same energy as Excel Saga and the anime delivers almost non-stop tropes, inappropriate and ecchi moments.

Two incredibly sexual shows with something deeply wrong with anyone who finds themselves a gigantic fan of either (me). Gushing is far more fetishistic, though. Kill la Kill is mostly just skimpy.

Gushing Over Magical Girls is to Madoka Magica what Madoka is to classic magical girl shows — it's a subversion of a subversion. Though Gushing Over Magical Girls is ecchi (bordering on hentai at points), that doesn't strip of it what it actually is — a dark magical girl show. It has its darker moments and themes and twists, similar to Madoka. There are points in the show where it takes itself and its themes seriously. The mascot characters especially share a lot of personality traits and themes.
