Young girls presented in an idol-like magical girl fashion while having to fight a particular threat. The story primarily focuses on the experience of a cold and timid (also quite shy) girl and a cheerful and extroverted girl, with them trying to learn how to connect with people while developing a 'special' bond towards each other. In contrast to that, the only difference is the setting and concepts used, so I am fairly sure that anyone would find either enjoyable if they find one interesting.

Both are dark themed magical girl stories with a ya cast as well as focus on strange events happening around them.

So both stories feature a group of teens in a place that isn’t exactly what all really seems to be and it focus their friendships as well too and uncovering the dangers of the place as well too.

So for both magical girl stories are focused around the concept of emotions and both share a dark and downbeat tone throughout the story. And both were also based around notable video game series as well too.

Both are about a pair of magical girls who form an unlikely duo of friendship. These anime also have a similar aesthetic, and very surreal stuff going on.

Both are about magical girls whose powers are themed around emotion. The Reflectors focus their emotions into their rings to transform, while the emotions of the girls in Black Rock Shooter become alternate personas in the mindscape. The main protagonist (Mato in BRS, Hiori in Blue Reflection) is a cheerful and pure-hearted girl, but is also forcing herself to be this way, and ends up carrying the burden of her friends’ negative feelings. Whenever the magical girl protagonists face the villains, the villains turn the surrounding area into a magical battlefield. The magic battlefield prevents civilians from being conscious and keeps the battles secret.

The first episode of "Blue Reflection Ray" reminded me about "Yuki Yuna is a Hero." Essentially having the same background, setting, and premise but with a difference with the art style, concept, and ambiance. Having to tell a tale about young magical girls having to defeat enemies that threaten the balance of the world while focusing on the premise that there is no more powerful than a bond created through friendship and understanding. In any case, both primarily focus on the idea that emotion is what makes everyone connected, a bond that would develop an understanding that'll give them the ability to fight evil. These are character-driven series presented in an idol-like manner that focuses on the relationship between four young girls, bonding and developing understanding with one another as they encounter supernatural and magical challenges along the way. I think both are similar due to them presenting a balance between wholesome and gloomy vibes. As for the difference, "Natsu-iro Kiseki" has the slice of life concept while "Blue Reflection Ray" is action-oriented.
