Tone wise the two are VERY different, depending on your personal view one is much more darker than the other.
Rachel and Mogumo have a similar backstory of coming from rather broken households that may have started off as normal but became worse and worse as time goes on. Both characters are also blamed for said household going awry.
While Satsuriku no Tenshi is not explicitly stated to have the two main leads in a romantic view, their bond is incredibly close and just like Mogumo and Tetsu they form a strong bond that others wouldn't or couldn't understand.
