As far as graphic violence in Japanese graphic novels go, these two are in the top-tier. Ichi has a modern setting and far more sexual content/rape, but Shigurui's ALMOST as fun to read as Ichi when it comes to OTT violence; body parts flying everything as both fists and swords kill everything. You could describe Shigurui as Ichi's samurai equivalent since the main draw of both is seeing people get brutally murdered and, strangely, enjoying it.

Both have messed up characters which often makes us wonder which character are we supposed to root for.One peculiar torture technique is common in both.

While the setting or the plot may not be similar, both manga are very graphic and violent. They have a lot of action scenes, combined with torture, sex, rape, dismemberments, executions, disembowelments etc. They both take the violence to extreme levels, while delivering layered story, full of plot twists and unique characters. Both manga show a conflict between the two main characters, neither of whom is 100% good or righteous. The manga do not make you root for any character, but instead let you enjoy their unscrupulous battle. They create a similar mood and set an overall similar tone.

Shigurui is a historical-samurai seinen that has the gore, machinations, black/gray moralities, and depravity of Koroshiya 1. It also has a similar thread of a psychologically damaged main characters because of the society that surrounds them.
