Both involve the anthropomorphisation of historical figures or countries into a manga style. They both contain jokes and references pertaining to the histories of their characters. Afterschool Charisma is a much more serious manga than Hetalia, and is, in my opinion, the better of the two, but I think anyone who has an interest or knowledge of history will enjoy both.
Both of these mangas focus on historical figures/events and while they are countries in Hetalia Axis Powers, the ideas of the two series' are similar. The characters in Afterschool Charisma seem to have a bit more depth to them than the characters in Hetalia as well as the art in Afterschool Charisma is more pleasing ot the eye (to me) and it is more easily read. My advice is, if you have read one of these series' and enjoyed it, then you should definetly check out the other to see if you like it.
